Is cookie batter safe as an ice cream topping?
I’m planning to do homemade ice cream and got a recipe for plain ice cream. However, I’d like to add chocolate chip cookie dough batter. Are there any health issues regarding the egg in the batter being uncooked and frozen along with everything?

If you are making batter for the sole reason of making ice cream then no need to add baking powder/soda, Or eggs.
Adding say 1/4-1/2 cup into a batch of home made ice cream will be just fine. As long as you are eating a small amount mixed in you will be just fine.
****Raw eggs are okay, the chances of you getting sick from the eggs is so small and almost non-exsistant. We have just let our govt overregulate us to deat and keep somewhat paranoid.
I don’t think its safe to eat too much of it.
Raw egg is never a good idea to eat, so I wouldn’t add raw cookie dough to ice cream. Why not crumble a baked cookie and add that into your ice cream instead. Like adding an ice cream topping into the ice cream when you freeze it. That sounds very yummy.
people are always afraid if you eat raw egg you’ll get salmonella, so you should probably not eat too much of it or what you can do is cook your eggs over a double boiler, stirring constantly on medium heat for about five minutes, or until the egg batter is thick and fluffy, but still a liquid. This way the eggs will technically be cooked but you can still add them to your cake batter. (this is a cooking technique used for many desserts)
